Summary

Adds a dedicated governance rules reference for the v0.2.0 AIRK-GOV findings.

This PR:

• documents each published governance rule with purpose, examples, evidence, false-positive notes, false-negative notes, and non-goals;
• preserves the local-first, read-only, no-LLM, no-network, no-security-claim boundary;
• links the new reference from the README governance section.

Scope

Documentation only.

No code, CI, release, tag, PyPI, dependency, or branch protection changes.
